Russia’s Finance Ministry reported a sharp 24% decline in oil and gas revenues in 2025, marking the lowest level since 2020 and adding significant pressure on the federal budget.

Energy income fell to 8.48 trillion rubles ($108 billion) from 11.13 trillion rubles a year earlier.

These revenues account for roughly a quarter of budget inflows, making the drop a major fiscal challenge.

December figures showed receipts slipping to 447.8 billion rubles versus 790.2 billion in the same month of 2024.

The downturn reflects volatile crude prices and tighter export constraints, pushing Moscow to consider alternative funding sources and austerity measures to maintain financial stability.
